On March 22, the Ministry of Commerce issued Announcement No. 9 of 2019, announcing the preliminary ruling of anti-dumping investigation on imported stainless steel billets and hot rolled stainless steel plates/coils originating in the EU, Japan, South Korea and Indonesia.
The Ministry of Commerce has preliminarily ruled that the imported stainless steel billets and hot rolled stainless steel plates/coils originating in the four countries (regions) mentioned above are subject to dumping, and the domestic industry has suffered material damage, and there is a causal relationship between dumping and material damage, and has decided to implement temporary anti-dumping measures in the form of deposit for the imported stainless steel billets and hot rolled stainless steel plates/coils originating in the four countries (regions) mentioned above. According to the ruling, since March 23, 2019, when importing stainless steel billets and hot rolled stainless steel plates/coils originating in the four countries (regions) mentioned above, the import operators shall provide corresponding deposits to the customs of the People's Republic of China according to the margin ratio (18.1% - 103.1%) of each company determined by the ruling.
